This is a Tubing Bender Kit from K&S Engineering.

FEATURES: Handles 1/16" to 3/16" brass, aluminum and copper tubing.
          Supports the tubing and creates a kinkless bend.
          Insert tubing into the bender, then bend around a dowel or bar stock.
